I have managed to install XP on drive "D". Now I need to get Vista operational again. It is still on drive "C" duel boot seems to be working but it shows 2 selections of XP Professional.

Welcome to the forums lmakus. What do you mean get Vista operational again? Do you mean that the 2 selections of XP professional both take you to XP?
If that is the case:
First, you should download VistBootPro at this link: http://www.vistabootpro.org/track/click.php?id=2
When you launch the program, make sure to go to the backup/restore center to backup your BCD (Boot Configuration Data). It would be wise to create a system restore point too in case anything happens.
Once you're done backing up, click on View Settings and take a look to see what is wrong. It is most likely that it's looking in the wrong drive for Windows Vista. Go to Manage OS Entries at the top, and from there it should be fairly straight forward. If both entries are XP like you said before, you should add new OS entry. I'm not sure what the boot timeout does - it probably is the time that is allowed to pick an OS before it picks an OS for you. If you want to change this, it is up to you. There's also a guide on the site on how to change this in Vista.
