This is a nice article, but it doesn’t actually answer the question posed by the title. WHEN should a Hard Drive be defragmented? What is the best practice? At 5% fragmentation? 20%? 79%?

it doesn’t defrag, but gives you an analysis so you know whether to defrag or not

so once I put in degfag c: -a it starts defraging the computer? it doesnt appear to be doing anything.
